第一章 总则

第一条为规范留学生公寓的住宿管理,创造文明、健康、安全、整洁、舒适的学习和生活环境,保障留学生的权益,根据《公安局临时住宿管理规定》、《外国人住宿管理规定》、《中华人民共和国外国人入境管理办法》、《旅店业治安管理办法》等有关文件,制定本规定。

第二条留学生公寓由湖北工程学院国际合作处负责管理。

第三条湖北工程学院留学生公寓所有权属于湖北工程学院。公寓用于接待留学生。入住留学生及其他学生应服从管理,配合学校工作。

第二章 入住与退宿

第四条公寓住宿人员的住宿资格须经国际合作处审批,审批后由国际合作处统一安排:

1. 湖北工程学院录取的留学生可凭录取通知书申请住宿;

2. 来校进修、科研合作、交流访问的外国及港澳台学生向学校国际合作处申请住宿。

第五条留学生办理入住手续后入住指定床位,未经国际合作处同意不得自行调换。

第六条公寓住宿留学生及其他学生退宿时,应到国际合作处办理相关退宿手续。

第七条留学生退宿后如再次入住公寓,需再次申请。

第三章 住宿管理

第八条留学生应自觉做好安全防范工作,加强安全防范意识。

第九条离开宿舍房间时要反锁门、关好窗户,贵重物品应妥善保管,大量现金存入银行。发现可疑人员应及时通知国际合作处或校内保卫部门。

第十条公寓的钥匙不得随意转借他人,严禁私自换锁、配钥匙或另加门锁。

第十一条禁止转让床位,禁止留宿他人。

第十二条不得留宿校外人员,每晚23:00点必须回到宿舍就寝,严禁夜不归宿。

第十三条爱护公共物品,正确使用公寓楼内的公共服务设施,发现损坏应及时报修。入住前需检查相应的配套设施是否完好,并签署相关设备清单;因使用不当等人为因素造成公共设施损坏的,应照价赔偿。

第十四条公寓内严禁私自装修,严禁破坏、改变房屋结构和功能。

第十五条保持公寓内清洁,不准故意破坏楼内卫生。禁止在公共场所乱放杂物。公寓内的日常卫生由外国留学生自己完成,及时开门、开窗通风。

第十六条保持公寓楼内安静,严禁大声喧哗、哄闹,使用音响、电脑等设备时不得影响他人。

第十七条禁止利用宿舍进行赌博、酗酒等影响公寓公共秩序或他人身心健康的活动,禁止个人利用公寓进行商业活动。

第十八条未经批准,不得在公寓内张贴、散发海报或广告等宣传品。

第十九条公寓内禁止携带和饲养宠物。

第二十条增强消防意识,严禁故意损坏、擅自挪动消防器材,发现损坏及时通知国际合作处或校内保卫部门。

第二十一条公寓区域内严禁使用明火。注意防火,酿成火灾者,须赔偿一切损失;严重者将由司法机关追究其刑事责任,火警电话119。

第二十二条宿舍内严禁储藏或使用易燃、易爆、强腐蚀性物品。正确使用台灯、收录机、电视机、电脑等低功率安全的电器,严禁使用违章电器、私拉电线、损坏、私自改动供电线路、盗用公共用电。

1. 以下电器在公寓内均属违章电器:(1) 热得快、电炉、电热毯、电热锅等电器; (2) 1000W(含1000W)以上的超功率电器;

2. 以下行为属私拉电线: (1) 从房间内固定插座以外(含公共场所)引出线路的; (2) 从房间内固定插座引出线路至本房间外的。

第二十三条提倡节约用电,人走灯熄;提倡节约用水,杜绝长流水。

第二十四条住宿人员应将车辆整齐存放在指定地点。 、

第四章 处罚制度

第二十五条对违反本规定的住宿人员将进行提示和警告,违反本规定三次及以上者将取消其公寓住宿资格。

第二十六条住宿人员出现以下情况,将直接取消其公寓住宿资格:

1. 利用学生公寓从事违法活动的;

2. 对公寓造成安全隐患的;

3. 私自转让或者出租床位和房间的;

4. 在公寓内留宿他人的;

5. 拖欠房费,收到催费单5个工作日后仍未缴纳后续房费的;

6. 签证续签后未办理登记手续的;

第五章 附则

第二十七条本办法自下发之日起执行。

第二十八条本办法由湖北工程学院国际合作处负责解释。


Administration Regulations on Accommodation for International Student Apartment

Chapter 1 General rules

1. In order to standardize the administration International student Apartment, create a civilized, healthy, safety, tidy and comfortable studying and living environment, and protect the rights and interests of students, Hubei Engineering University makes the rules based on “Administration Regulations on temporary accommodation of the Police Office”, “Administration Regulations on Alien’s Accommodation”, “Administration Regulations on the Entry of Aliens of the People's Republic of China” and “Administration Regulations on Hotel Industry”.

2. International student Apartment is ruled by International Office of Hubei Engineering University.

3. International student Apartment is owned by Hubei Engineering University. It is used for accommodation of international students. The students lived in the apartment should obey the administration regulations, and support the work of Hubei Engineering University.

Chapter 2 Check In and Check Out

4. The check in qualification should be examined and approved first by International Office. After that, International Office would arrange the rooms:

(1) International students could check in with admission notice of Hubei Engineering University.

(2) Exchange students fromTaiwan, Macau and Hong Kong could check in.

5. All the Students should not change room without the approval of the apartment.

6. When check out, come to International Office, go through the check out procedure.

7. If check in again after checking out, go through the same procedure as that of the last time.

Chapter 3 Administration Regulations on Accommodation

8. Keep yourself safe and improve safety and self-defense awareness.

9. Close the door and windows after leaving your room, keep valuables properly, and deposit your money. Please notice International Office or the School Security and Safeguard Department, if you find anyone suspicious.

10. Don’t give your room key to others. Key copying, room lock changing or adding is forbidden.

11. Leasing your room and accommodating other people are forbidden.

12. It is strictly required that overseas students return the apartment before 23:00 every night.

13. Please protect public facilities, use them properly. Report to International Office in time if you find them damaged. Please check the corresponding facilities in the apartment before check-in and sign the list of facilities.Compensate the damage caused by your improper use, according to the compensation table.

14. Decorating, destroying or changing the room structure and function is forbidden.

15. Keep apartment tidy, please don't break the tidy apartment environment on purpose. Please don't put sundries on public place.

16. Keep quite in the apartment. Please don't make noise, in order to give other people a quiet environment.

17. Gambling, excessive drinking and other activities affecting other people's health and the public order are forbidden in the apartment. Business activity is also forbidden in the apartment.

18. Should not post or distribute posts or advertisements in the apartment without permission.

19. Pets are forbidden in the apartment.

20. Improve fire controlling awareness. Destroying or moving the fire fighting equipment is forbidden. Please notice International Office or the School Security and Safeguard Department when you find them destroyed.

21. No fire with flame. Fire prevention must be paid much attention. The person who caught a fire accident would have to pay for all the damages. If a serious damage happens, the criminal responsibility will be ascertained through judicial authorities. Fire alarm telephone is 119.

22. Flammable, explosive and strong caustic goods using or storage is forbidden. Use table lamp, radio, TV, computer and other low power electricity properly. Pecancy electric equipments, connecting electric wire, destroying or changing electro circuit without permission are forbidden.

(1) In the apartment, peccant electric equipments are as follows:

Speedy heater, electric cooker, electric blanket, electric pan, etc.

Electric equipments with 1000w plus power.

(2) Behaviors as follows are named connecting electric wire without permission.

Educing electric wire from electrical outlet outside your room;

Educing electric wire from electrical outlet in the room to the public place.

23. Power saving is advocated. Please turn off the light when leaving. Water saving is also advocated. Leaving water flow is forbidden.

24. Keep you vehicle tidy in the appointed place.

Chapter 4 Punishment Regulations

25. The accommodation qualification will be cancelled if you offend the administration rules more than 3 times, including 3 times.

26. International Office would cancel the accommodation qualification, if these behaviors occur:

(1) engaging in activities offending the laws in the apartment;

(2) putting the apartment in an unsafe case;

(3) subleasing the room or bed;

(4) accommodating others in the apartment;

(5) default in room rent on purpose. Don't turn in room rent after 3 days receiving the delinquency notice;

(6) not registering new visa after the visa is overdue.

Chapter 5 Supplementary Articles

27. The regulation is executed from the issued date.

28.International Office is entitled to explain the articles of this regulation.
